Now this is a fair match-up. Cold has all the fur and thick layers to help with extreme weather conditions, Batman has pouches and flexibility...

Batman is just a bit too iconic to vote against...

Captain Cold's costume is often drawn goofy as hell. Like, what's with the rectangular glasses?

Batman's costume, with its pointy little bat ears, by all rights should feel goofy, but it's iconic enough that we all see past it.

Captain Cold has a great villain costume, but again, he's up against one of the icons of the genre. I did have to think about it though.

We could probably have a battle of Batman costumes at this point, given how many different versions have appeared in the comics, movies, and TV. Maybe not go as deep as the ridiculous alternate costumes from the 1990s action figure line, though...
